The natural or legal person with ultimate responsibility for the design, manufacture, packaging, and labeling of a device.
The manufacturer retains ultimate legal accountability for product safety, regulatory submissions, and compliance, regardless of whether fabrication is outsourced. They are responsible for submitting 510(k) notifications, managing recalls, and reporting any Adverse Event.
